The Saving Lives and Livelihoods (SLL) initiative is a partnership between the Africa Centres for Disease Control and Prevention (Africa CDC) and the Mastercard Foundation (MCF) that has been implemented in phases. Phase one was a 3-year initiative that focused on rapid scale up COVID-19 vaccination on the continent with a target of achieving 70% coverage at the end of the project implementation period. This phase has since ended following the aftermath of WHO’s declaration of the end of COVID-19 pandemic as a public health international emergency concern. In the partnership, phase two will now focus on COVID-19 vaccination of frontline health workers, integrating COVID-19 vaccinations in routine MOH immunization services, preparing for future pandemics and strengthening capacity of Africa CDC.
We currently have an exciting opportunity for a dynamic person to join our Consulting Department as an Monitoring & Evaluation Officer (Francophone) for MCF’s SLL programme. We are looking for a Kenyan M&E professional who is bilingual (both English and French speaking). This position will be based in our Nairobi office in Kenya with frequent travel to select French speaking Countries in Africa
Job Description
Main purpose of the job
The Monitoring and Evaluation Officer will operate under the direct supervision of the Senior Monitoring & Evaluation Officer, playing a vital role in facilitating the successful execution of Monitoring & Evaluation activities for Deloitte East Africa’s Mastercard Foundation Saving Lives and Livelihood (SLL) funded Programme. In this capacity, the successful candidate will provide technical expertise in the review of programmatic progress reports, performance monitoring, data quality assurance processes, program evaluations, program learning agenda and capacity-building initiatives targeting mostly French speaking African Countries in the regional hubs in Africa, contributing to the overall success and sustainability of the program.
What you will do
- Assist in the development of standard data collection and reporting tools / templates for use that capture the aspiration of SLL programme goals and objectives.
- Perform technical and competent reviews of monthly and quarterly SLL implementing partners progress narrative reports written in French to develop synthesized/ highly summarized reports for use and consumption by various stakeholders.
- Present robust performance dashboards that visualize SLL programme performance data including pulling data from the Saving Lives and Livelihood District Health Information System (SLL DHIS2) platform / system.
- Support the development of standardized data tools for conducting data quality audits using the systems assessment and data verification approaches including DQA Standard Operating Procedures (SOPs) in French
- Conduct data quality assessments / audits (DQAs) for the SLL programme within the assigned specific French speaking African regional hub Member States.
- Coordinate development of DQA reports highlighting DQA findings, strengths, weakness, and recommendations for SLL IPs in French speaking African Countries to improve data quality for the SLL programme.
- Track the implementation of DQA improvement plans and corrective actions by the SLL implementing partners within the assigned specific African regional hub Member States.
- Support the design, development and delivery of comprehensive capacity building on M&E concepts, methodologies and best practices tailored to various audiences.
- Support the development and review of program evaluation data collection tools / instruments such as key informant interviews, interview schedules, questionnaires, desk reviews and focus groups discussions (FDGs) among others as required.
- Conduct program evaluation including process and outcome evaluations activities within the assigned specific African regional hub countries as needed.
- Support in the development and review of SLL programme learning agenda.
- As the focal person in the review of program reports from French speaking African Countries, translate various types of documents from French to English, ensuring accuracy and clarity in the translation.
- Support in other adhoc data collection requests including special studies and other rapid assessment initiatives.
- Participate in other proposal development support initiatives on M&E organized by the business development (BD) team.
- Perform any other role as assigned by the direct supervisor or SLL M&E Manager.
Qualifications
- A Bachelor’s Degree in Monitoring and Evaluation, Epidemiology, Public health, Demography, or a related field.
- At least 6 years’ experience in Monitoring and Evaluation, preferably in a large scale multi – country donor funded programme.
- Must possess a high level of proficiency and Familiarity in French and English language (bilingual), both written and verbal. This will be an important requirement as the successful individual will be expected to support Francophone Countries in Africa.
- Good hands-on experience in managing and conducting Data Quality Audits/ Assessments (DQAs) including data verification and implementation of DQA improvement plans and corrective actions.
- Demonstratable experience and knowledge in conducting competent program process and outcome evaluations.
- Strong ability to review program narrative reports with good technical acumen in generation of synthesized summarized reports.
- Demonstrated experience with National Health Management Information Systems such as DHIS2.
- Good experience in review and presenting performance dashboards.
- Experience working in livelihood programs / projects including pandemic response initiatives will be an added advantage.
- Willingness to travel across African Countries within the assigned Africa regional hub.
- Ability to work productively in a multi-cultural team environment with diverse background.
