The Agriculture and Food Authority (AFA) is a State Corporation established under section 3 of the AFA Act No.13 of 2013. The mandate of AFA is to regulate the crops sector in Kenya, to ensure compliance with the regulatory framework, standards, and codes of practice. The AFA Act provides for consolidation of the Laws on the regulation and promotion of Agriculture generally and makes provision for the respective roles of National and County Government in Agriculture and related matters in furtherance of the relevant provision of the fourth schedule of the constitution. ACCOUNTANT, AFA GRADE 6 (2 POSITIONS)
Job Description
This is the graduate entry level.
Duties and responsibilities at this level will entail:
- Maintaining primary books of accounts and entering primary data to the accounting system
- Checking and balancing petty cashbook
- Maintaining debtors, creditors and general ledger
- Posting budgetary commitments and prepare periodic expenditure returns
- Maintaining accounting records relating to collaborative projects/research grants
- Developing budget utilization reports
- Undertaking financial/ accounting management
- Maintaining the Fixed Assets register
- Implementing financial recommendations from audits
- Billing and revenue collection.
Job Specifications For appointment to this grade, a candidate must have:-

Duties and responsibilities at this level will entail:
- Monitoring procedures for record keeping correspondences and file movement
- Preparing responses to simple routine correspondences
- Maintaining office diary and managing office protocol
- Handling telephone calls and appointments
- Ensuring security of office records, documents and equipment
- Attending to visitors/clients
- Planning and schedule meetings
- Managing office petty cash.

ADMINISTRATION OFFICER, AFA GRADE 6 (4 POSITIONS)
Job Description
This is the graduate entry level. An officer at this level may be deployed in any of the following functional areas;
- General Administration
- Records Management In General Administration
Duties and responsibilities will entail-
- Overseeing general cleanliness in offices on daily and weekly basis including supervision of collection and disposal of dustbin contents
- Identifying office accommodation and space for staff
- Ensuring that office equipment and furniture are well arranged and maintained
- Maintaining and updating furniture and office equipment inventory
- Monitoring location and movement of office equipment and materials
- Processing and follow up of payment of bills for common services
- Generating administrative reports on repairs and maintenance
- Providing administrative service to the Authority staff
- Facilitating renewal of insurance policies for assets

- Storage, updating and maintenance of personnel records and file index
- Controlling opening of open, confidential and secret files
- Custody and maintenance of Authority documents; ensuring security of information and Records in a registry/archives
- Ensuring mail are received, sorted, opened, and dispatched and related registers are maintained;
- Planning appropriate office accommodation for registries
- Ensuring that file movement records are. Updated and maintained
- Overseeing security of files and documents

- Writing and testing simple computer programs according to instructions and specifications
- Verifying, enhancing and testing simple computer programs according to instructions and specifications
- Installing and configuring computer systems
- Providing user support
- Repairing and maintaining ICT equipment and associated peripherals
- Monitoring the performance of ICT equipment
- Providing support for application systems

Duties and responsibilities at this level will entail:
- Designing questionnaires and data collection instruments
- Carrying out research and identify key performance indicator
- Editing and analyzing data
- Preparing tabulation and analysis plans on data.
- Maintaining statistical registers and checklists
- Monitoring statistical trends and dynamics in the sector;
- Presenting and disseminating of statistical reports

LEGAL OFFICER, AFA GRADE 6 (1 POSITION)
Job Description
This is the graduate entry level.
Duties and responsibilities at this level will entail:
- Reading and verifying documentation vis-à-vis historical information contained in individual case files
- Obtaining information required on case files and communicating to the external advocates
- Verifying contract documentation for procurement and other engagements by the Authority
- Attending court hearings.
- Drawing draft contracts, agreements and other legal documents
- Undertaking research on different information concerning all applicable laws
- Identifying legal and compliance risks and issues relative to the Authority’s intended actions
- Liaising with external lawyers on all cases filed against the Authority to ensure instructions, witnesses and statements are procured on time;
- Working with external lawyers to initiate lawsuits or to formulate draft defense, to gather evidence in legal proceedings involving the Authority and rendering general advice relating to any legal proceedings involving the Authority

SUPPLY CHAIN OFFICER, AFA GRADE 6 (1 POSITION)
Job Description
This is the graduate entry level.
Duties and responsibilities at this level will entail:
- Undertaking market surveys to ensure the Authority obtains value for money
- Maintaining and updating a list of prequalified suppliers
- Implementing the annual procurement and disposal plans;
- Raising purchase orders for goods and services for approval
- Sourcing for goods, works and services as per the procurement law
- Participating in the opening of quotations
- Providing secretariat to committee’s incidental to procurement of goods and services, and disposal of assets
- Liaising with suppliers to ensure timely delivery of goods and services
- Ensuring safe custody of all procurements records.

INTERNAL AUDITOR, AFA GRADE 6 (2 POSITIONS)
Job Description
This is the graduate entry level.
Duties and responsibilities at this level will entail:
- Receive checking and analyzing internal controls, operational policies and procedures
- Identify possible risks and making recommendations
- Carrying out audit related investigations when called upon
- Overseeing stock-takes and write-offs as well as conducting surprise checks
- Monitoring implementation status of past audit recommendations
- Providing inputs for the update of policies and procedures for the Department
- Participating in developing individual audit engagement plan and ensure implementation
- Participating in reviewing and evaluating the system of internal controls, assess their adequacy, effectiveness and proposing recommendations for their improvement
- Verifying existence and ownership of company assets and valuation
- Preparing draft audit reports on completion of each audit engagement
- Assisting in establishing a follow up mechanism on recommendations received from all internal and external audits

CORPORATE COMMUNICATION OFFICER, AFA GRADE 6 (1 POSITION)
Job Description This is the graduate entry level.
Duties and responsibilities at this level will entail:
- Drafting press releases for response to media inquiries about the Authority
- Arranging speaking engagements for the Authority’s leadership and maintaining contacts within the media
- Media monitoring and maintaining relations with a specific entity like the press, the government, consumers or interest groups representing the agricultural sector
- Supporting Digital & Media Relations including information sharing and invitations for AFA events
- Collecting, receiving and communicating information that may inform AFA strategic direction of the agricultural industry
- Preparing and submitting weekly, monthly and periodic reports within schedule and up to standard
- Distributing press releases and media kits
- Maintaining and regularly update data base and mailing list of all stakeholders
- Monitoring the press on pertinent agricultural issues
- Participating in organizing events including press conferences, exhibitions, open days, workshops and fairs
- Keeping calendars and diarize events (editorial, press conferences, events)

Duties and responsibilities at this level will entail: Drafting memos, letters and reports;
- Reviewing job descriptions and preparing job advertisements
- Participating in the recruitment process
- Organizing Staff induction and on-boarding programs
- Collating information relating to recruitment and selection, appointments, training, performance management, records and staff complement control
- Updating the HR information systems data
- Undertaking training needs analysis, developing training programmes and implementing the training plan

DRIVERS II, JOB GRADE AFA 9 THREE (3) POSITIONS
This is the entry grade into this cadre. A Driver at this level will work under the guidance of a senior officer.
Job Specifications Duties and responsibilities at this level entail
- Driving a motor vehicle as authorized
- Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc.
- Detecting and reporting malfunctioning of vehicle systems
- Maintaining of work tickets for vehicles assigned
- Ensuring security and safety for the vehicle on and off road
- Ensuring safety of staff and/or goods therein
- Maintaining cleanliness of the vehicle.
Person Specifications For appointment to this grade, a candidate must have:
- Kenya Certificate of Secondary Education mean grade D (plain) or its equivalent qualification from a recognized Institution;
- A valid driving license free from any current endorsement(s) for class(es) of vehicle(s) an officer is required to drive;
- Attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
- Certificate of Occupational Trade Test III for Drivers conducted by the Ministry of Roads and Public works;
- Defensive Driving certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution;
- At least two (2) years driving experience;
- Proficiency in computer applications; and
- Fulfilled the requirements of Chapter Six (6) of the Constitution.
