The African Population and Health Research Center (APHRC) is a premier research-to-policy institution, generating evidence, strengthening research and related capacity in the African research and development ecosystem, and engaging policy to inform action on health and development.  

The recruitment of coders for the Weather Events and Mental Health Analysis (WEMA) project under PolicyLens AI is essential to ensure methodological rigor, contextual accuracy, and depth in the analysis of policy documents related to climate resilience and mental health. While PolicyLens AI leverages advanced natural language processing to extract and classify information from large volumes of policy text, human coders are needed to develop and apply a nuanced coding framework, validate AI-generated outputs, and interpret policy content within Africa’s diverse linguistic and institutional contexts. These coders will curate relevant documents, annotate and refine the AI model’s training corpus, and ensure that critical dimensions such as gender, equity, and resilience are accurately captured in the analysis. By combining computational efficiency with human judgment, the coders will enhance the credibility and interpretive precision of WEMA’s policy analytics, contribute to high-quality datasets and evidence synthesis, and ultimately strengthen the project’s goal of informing equitable, evidence-based policy responses to the mental health impacts of extreme weather events.

APHRC is seeking to recruit Coders, /s/he will curate relevant documents, annotate and refine the AI model’s training corpus, and ensure that critical dimensions such as gender, equity, and resilience are accurately captured in the analysis. By combining computational efficiency with human judgment, the coders will enhance the credibility and interpretive precision of WEMA’s policy analytics, contribute to high-quality datasets and evidence synthesis, and ultimately strengthen the project’s goal of informing equitable, evidence-based policy responses to the mental health impacts of extreme weather events. The appointment will be for a period of three (3) months.

KEY RESPONSIBILITIES:

  • Collect, review, and organize national, regional, and global policy documents, legislative texts, strategies, and frameworks across multiple disciplines, including health, environment, education, technology, and governance.
  • Contribute to the design, testing, and refinement of standardized coding frameworks and taxonomies aligned with diverse project objectives and thematic areas.
  • Conduct systematic coding and annotation of policy content using PolicyLens AI platform comparing it to other qualitative analysis tools e.g., NVivo, Atlas.ti, MAXQDA.
  • Engage with the PolicyLens AI research and technical teams to improve model accuracy through feedback loops and data annotation refinement.
  • Review, validate, and cross-check AI-generated outputs to ensure conceptual accuracy, contextual relevance, and consistency across datasets from different policy domains.
  • Identify emerging policy themes, gaps, and trends; generate insights to inform cross-sectoral policy discussions and strategic decision-making.
  • Participate in regular review meetings, capacity-building sessions, and cross-project collaborations to ensure alignment of coding activities with institutional goals and evolving policy priorities.
  • Maintain strict data confidentiality, ensure adherence to ethical standards, and document all coding procedures for auditability and reproducibility.
