Key Responsibilities:

Award Management

  • Award AdministrationOversee award contractual management from pre-award to close-out, including review and negotiation of award documents, training project staff in award requirements, advising project staff on contract terms and risk management, liaising with donors on contractual approvals and compliance issues, and escalating issues as necessary. Serve as official liaison with donor contracts representative.
  • Award Compliance: Monitor terms of agreements of awards for compliance. Ensure that Pathfinder and donor rules and regulations on grants management are properly followed and adhered to.

Subaward  Management:

  • Subaward Administration: Administer (directly or through support to Subaward Administrators) country-specific project subawards, including determination of subaward mechanism, developing subaward agreements, subaward modifications, and subaward closeout.
  • Ensure Pathfinder’s subaward systems and databases are current with up-to-date subaward information.
  • Multi-Country Projects: Administer subawards under multi-Country Projects and subawards where Pathfinder does not have a country office in place.
  • Grant Making Process: Document and share best practices in the entire grant making process, including review of proposals, the selection process, and review of grantee financial documents. Close out grant programs. Support Subaward Administrators in the timely development and issuance of grants based on the budget and ensure cost effective implementation of program.

Training and Capacity Building

  • Capacity Building/Mentorship: Support Subaward Administrators in preparation to build and develop capacity of local NGOs and partner organizations in regulatory compliance.
  • Training: Train country Subaward Administrators and other relevant staff on donor rules and regulations, Pathfinder policies and subaward management manual.
  • Capacity Enhancement/Mentorship: Onboard country Subaward Administrators in regard to grants and contracts.  Provide technical training and guidance. Identify gaps in terms of understanding subaward management policy, procedures, compliance with donor requirements, roles and responsibilities and internal controls.  Set up routine meetings with subaward administrators to understand needs, challenges, and capture lessons learned.

Compliance

Lead compliance efforts through:

  • MonitoringConduct routine spot checks of award and subaward files for identification of any gaps and as a part of Pathfinder’s country-led strategy. Report findings to Senior Grants & Contracts Advisor and develop mitigation efforts/plans.
  • AwarenessEnsure awareness of award and subaward management resources among partners and staff
  • Subaward Management ToolsWork with subaward managers to ensure compliance with the subaward management requirements.
  • ReportingShare compliance reports based on monitoring with Senor Grants & Contracts Advisor. Work with Senior Grants & Contracts Advisor to prepare various reports as needed by Director of Operations and/or leadership.

Management and Support:

  • Project Management and Participation: Lead, manage or participate in cross-functional project teams
  • Operations Department support: Participate in staff meetings, work planning, policy and procedure updates and development, training, etc

What You Bring:

  • Bachelor’s degree in business administration, Finance, Accounting or related field or a combination of education and experience that yields the required competencies.
  • Minimum of 5 years’ experience in subaward management
  • Mastery of negotiation skills, including the ability to negotiate effectively, make sound decisions, and apply creative problem solving.
  • Ability to negotiate and manage awards from US and non-US donors and correspond with donor contracts representative
  • Advanced skills in managing subawards, including fixed price and cost reimbursable mechanisms under both assistance and acquisition
  • Advanced knowledge of the grant making process, including procedures, tools, roles and responsibilities.

Preferred Qualifications:

  • Master’s degree in Procurement, Logistics and Supply Chain Management, Business Administration or related field, or a combination of education and experience that yields the required competencies
  • At least 3-5 years’ international non-profit experience, including experience with subaward management
