Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

This consultancy is based in UNEP’s Climate Change Division, GEF Climate Mitigation Unit, Mitigation Branch, Europe and Central Asia Team, and will be home-based. The Climate Change Division manages a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Europe and Central Asia. These projects are at various stages of development, including concept, design, implementation, and closure, and are executed by diverse partners such as ministries and NGOs. As an implementing agency, UNEP provides oversight and ensures compliance with GEF guidelines.

The Electric Mobility project in Armenia requires a consultant to conduct the Terminal Review. The consultant will report to the GEF Climate Mitigation Unit, UNEP, and will be responsible for undertaking the Terminal Review. The consultant will report to the Task Manager for the Global, Europe, and Central Asia portfolio at the GEF Climate Mitigation Unit and ensure timely delivery of outputs as outlined in the Terms of Reference. The assignment includes the design of the Terminal Review, data collection and analysis, and report writing.

Specific Tasks and Responsibilities

  • Author and lead the terminal review in line with GEF and UNEP policies.
  • Assume overall responsibility for undertaking the review and preparing the final report in English.
  • Evaluate all project elements in accordance with UNEP Evaluation Office guidance documents.
  • Prepare deliverables using the UNEP Evaluation Office template.

The consultant will develop findings and recommendations based on sound evidence and analysis, clearly documented in the final report. Information will be triangulated wherever possible. Where verification is not possible, the single source will be identified while maintaining anonymity. Analysis leading to evaluative judgments must be clearly articulated.

Basis of the Terminal Review

The terminal review will be based on:

a) Desk Review of Relevant Documentation, including but not limited to:

  • Project documents and appendices, including work plans, budgets, supervision plans, and approved revisions.
  • Theory of change, problem tree, and logical framework.
  • Project reports such as half-year progress reports, Project Implementation Reports (PIRs), expenditure reports, financial statements, audits, inventory reports, partner progress reports, meeting minutes, correspondence, and tracking tools.
  • Evaluations or reviews of similar projects.

b) Interviews (individual or group), including but not limited to:

  • UNEP Task Manager and team members.
  • Executing Agency Project Managers and team members.
  • UNEP Administrative Officer.
  • Project steering committee members.
  • Identified stakeholders, including government agencies and officials, representatives from technology and educational institutions, distribution utilities, banks, associations, and NGOs.
  • Other project beneficiaries deemed relevant to the review.

Performance Indicators

  • Submission of three deliverables within the agreed deadlines.
  • High-quality reports, as assessed by UNEP in comparison with other terminal review reports approved by the GEF.

Qualifications and Special Skills

Academic Requirements

  • Advanced university degree in economics, environmental sciences, management, or a related discipline is required.
  • A first-level university degree with an additional two years of qualifying experience may be accepted in lieu of an advanced degree.

Professional Experience

  • Minimum of two years’ experience in evaluating projects in climate change, environment, or development.
  • Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, budgets, and expenditure reports, is required.
  • Experience working with UN projects is desirable.
  • Experience with multilateral or bilateral funding entities in climate change, renewable energy, environment, or development is desirable.
