Monitoring and Evaluation Assistant

Project Summary

CMMB is implementing a Global Fund supported Tuberculosis (TB) prevention, care, and treatment project in Machakos, Makueni and Kitui counties in partnership with the respective County Health Departments. The project contributes to national TB goals under the TB National Strategic Plan 2023 – 2027, focusing on improving TB case detection, treatment coverage and success, TB preventive treatment uptake, and integration of TB/HIV and other co-morbidity services.

The project places strong emphasis on community systems strengthening, supporting Community Health Promoters (CHPs) and other community actors to conduct TB screening, contact tracing, treatment adherence support, community led monitoring (CLM), and demand creation for TB services. Additionally, it strengthens the health management information system (HMIS) to generate timely, accurate reporting of community level TB interventions, contact tracing, and getting treatment interrupters data into the national platforms.

Job Overview

CMMB is seeking a qualified candidate to fill the position of Monitoring and Evaluation Assistant. The role will support the M&E Officer in implementing and maintaining effective monitoring, evaluation, accountability, and learning (MEAL) systems for the project. The position will contribute to routine data collection, quality assurance, analysis, reporting, and learning to support evidence-based decision-making and timely donor reporting.

The M&E Assistant will work closely with project teams to track progress against approved workplans and targets, support data use for program improvement, and ensure compliance with Global Fund and government reporting requirements.

Key Responsibilities

Monitoring, evaluation, and data quality

  • Support the M&E Officer in implementation and day to day functioning of the project M&E system, tools, and reporting structures.
  • Support routine collection, verification, cleaning, and validation of project performance data from community and facility levels.
  • Conduct regular field data verification visits to ensure accuracy, completeness, and consistency of reported data.
  • Support data quality assurance processes, including data audits and follow-up on identified gaps or discrepancies.

Data analysis, reporting, and learning

  • Support preparation of monthly, quarterly, and semi-annual program reports for internal use, donors, and government platforms.
  • Assist with data analysis to generate summaries, trends, and insights for program review and decision making.
  • Support documentation of lessons learned, best practices, and program achievements to promote learning and adaptation.
  • Support responses to donor and internal data requests, including provision of supporting documentation during audits.

Capacity building and program support

  • Support project staff and community actors in accurate data collection, reporting, and use of M&E tools.
  • Assist in orientation and on-the-job support for project teams on data capture, archiving, and use of routine data.
  • Participate in county-level M&E and technical working groups relevant to TB/HIV programming, as required.

Planning and performance tracking

  • Support tracking of project workplans, activity implementation, and burn rate in collaboration with project and finance teams.
  • Provide routine feedback to project teams on performance against targets to support timely corrective action.

Coordination and teamwork

  • Work collaboratively with program, finance, and operations teams to support effective project implementation.
  • Promote a work environment based on mutual respect, teamwork, and accountability in line with CMMB values.

Qualifications

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Public Health, or a related field.
  • At least three (3) years’ experience in monitoring, evaluation, and learning within a public health focused NGO.
  • Practical experience using data analysis tools such as SPSS, STATA, advanced Microsoft Excel and Power Bi.
  • Experience in development and use of M&E tools, data collection instruments, and reporting templates.
  • Demonstrated experience in data management, analysis, and quality assurance.
  • Strong analytical skills with attention to detail.
  • Ability to work effectively with diverse teams and stakeholders.
  • Demonstrated capacity to support training and on-the-job mentorship of staff.
  • Excellent report writing and documentation skills.
  • Experience working on TB programs and Global Fund supported projects is an added advantage.
