Job Description

ABOUT THE PROGRAMME

Future for Binti (F4B) is a 5-year programme in partnership with Plan International and select Community-Based Organisations (CBOs) that will be implemented in Kenya, Ethiopia and Somalia. 

Practices like female genital cutting and child marriage harm hundreds of millions of girls and women worldwide, violating their rights and limiting their health and future. In East Africa – especially Ethiopia, Kenya, and Somalia – these practices remain common because of deep-rooted traditions, poverty, and weak laws, made worse by gender inequality and crises like conflict and climate shocks. Despite efforts to end them, progress is slow due to systemic challenges and regional differences. 

To address these challenges, the Future4Binti (F4B) programme seeks to protect girls from harmful practices like female genital cutting and child marriage by challenging harmful social norms, promoting positive behaviour change, and improving care for those affected. Its goal is to create safer communities where girls can enjoy better health and reach their full potential.

ABOUT THE ROLE AND ABOUT YOU

In Kenya, Future4Binti will be implemented in Garissa, Kajiado, Mandera, Marsabit, Migori, Narok, Samburu, Tana River, Wajir, and West Pokot regions. These ten counties were selected based on their high rates of HP and persistent challenges in addressing them. Recognising the porous borders and cross-border mobility of the target populations, Future4Binti will also work in border regions, including parts of Somalia, Ethiopia, Tanzania and Uganda. Additionally, to transform pregnancy outcomes for hard-to-reach young women, we will accelerate the rollout of the Dutch Combination Strategy (Combi Track) by partnering with Kisumu and Homa Bay counties.

Under the supervision of the Technical Officer, the County Implementation Officer is responsible for the day-to-day field implementation of the Future4Binti Programme in the selected counties. They serve as the primary point of contact for community structures, sub-granted partners, and local government. The role ensures that interventions are culturally relevant, survivor-centred, technically sound, and effectively reach the target populations in the assigned counties. A lived experience of the implementation counties is required to ensure deep cultural context and trust.

You are an experienced community-based practitioner with a strong understanding of SRHR and harmful practices programming, and lived experience of the implementation counties that enables cultural sensitivity and community trust. You have a proven ability to work effectively with community structures, sub‑granted partners, and county government stakeholders, ensuring survivor‑centred and high‑quality programme delivery.

You are organised, proactive, and able to manage multiple activities in challenging environments, with a strong commitment to safeguarding, accountability, and ethical programming. You are motivated by improving outcomes for hard‑to‑reach girls and young women and contributing to the successful implementation of the Future4Binti Programme.

PRIMARY RESPONSIBILITIES

Field Level Implementation and Coordination

  • Support and participate in developing of comprehensive work plans, tasks
  • Lead the day-to-day rollout of the programme activities in 3-4 assigned counties, ensuring high-quality delivery
  • Coordinate planning and logistics for events and activities
  • Implement activities by working collaboratively with relevant community structures, and with the relevant county and national government ministries/department, and stakeholders to ensure high-quality implementation. This will include:
  •  Sub-granted organizations.
  • Network of Champions, Youth Anti-FGM Network, relevant community structures, religious leaders, community leaders, survivors.
  • Targeted school anti-FGM/C club members and patrons
  •  The County and National Department of Gender and Social Services, Gender Technical Working Group, Ministry of Education, Ministry of Health, Anti-FGM Board, National Administration Officials (NGAOs),
  • Relevant networks/alliances/movements, policy makers and activists.
  • Media teams
  • Support and participate in preparation of annual work plans and progress monthly, quarterly and annual reports relating to the programme reports as per donor and organizational requirements.

Support the Development of Champions of Change Programme for Future4Binti

  • Support the capacity strengthening (training, technical advice, mentorship and learning-by-doing) of sub-granted organizations, Network of Champions, Community Champions, Religious Leaders, School Anti-FGM/C Patrons, Children Advisory Councils, YANK, Survivors, and other change agents to own and lead the process of change for meaningful and sustainable transformation.

Strengthen the Survivor-Centred Approach for the Programme

  • Support survivor champions in establishing and managing community safe spaces and healing circles
  • Work collaboratively with survivor champions to facilitate inclusive community dialogues and storytelling sessions for norm change
  • Ensure survivors are identified and effectively linked to health facilities and clinical services
  • Support in the integration of survivor-led approaches into existing government systems, ensuring that survivor-centred care is institutionalized and locally owned for long-term sustainability and replication.
  • Support survivor networks and sub-granted organisations to implement trauma-informed economic models including climate resilient livelihoods and Village Savings and Loaning (VSLAs) to ensure long-term economic independence of survivors.

Technical Assistance and Capacity Strengthening for Sub-Grantees

  • Provide hands-on guidance to sub-granted partners to ensure community dialogues and service deliveries align with technical standards
  • Support the Technical Officer in delivering capacity strengthening to sub-granted organizations
  • Conduct routine field visits to sub-grantees to track progress and ensure adherence to programme approaches.

Administrative & Financial management

  • Support programme implementation by taking activity advance, travel imprests and ensuring implementation as per the budget
  • Support programme work plan implementation for a healthy financial standing with acceptable financial performance and burn rate
  • Ensure timely surrender of field activity advances and compliance to financial SOPs and protocols

Communications and Visibility

  • Attend events on behalf of Future4Binti and Amref Health Africa at the county level to promote the brand’s vision, values and approach as appropriate.
  • Seek opportunities to represent and promote the programme in meetings with the press, public events and government meetings in line with pre-agreed work plans
  • Document and disseminate best practices and lessons learnt locally and nationally to influence policy and action.
  • Identify evidence and stories of social change, and work with Communications for documentation and amplification

Monitoring, reporting and Evaluation

Work closely with the M&E Lead to:

  • Support the collection, interpretation and report writing for AIMs on a monthly basis as required
  • Provide regular updates and monthly/quarterly/annually status reports on county-level milestones as needed
  • Participate in meetings to discuss data, share learnings and for adaptive management

Networking, Collaboration and Resource Leveraging  

  • Participate in relevant county –level technical working groups and platforms ensuring that participation generates value for Amref Health Africa
  • Identify possible partners to support the establishment and development of partnerships across different stakeholders including media, local funders, INGOs to leverage resources for interventions
  • Identify opportunities to integrate into other development sectors at the sub-national.

Programme Growth

  • Participate in development of GBV and Child Protection Resource Mobilization and Fundraising Efforts

 Adherence to Principles of Safeguarding and Do no harm

  • Ensure adherence at all times to safeguarding and do no harm policies and guidelines
  • Conduct trainings, sensitization and dissemination of information to sub-granted partners, volunteers, champions, survivors and other programme participants on safeguarding and do no harm
  • Report any safeguarding concerns as appropriate
  • Practice confidentiality in handling delicate matters

Qualifications

Education and Experience

  • The ideal candidate should have a Bachelor’s degree in Social sciences, Public Health, Community Health or related field.
  • Knowledge in Sexual Reproductive Health and Rights (SRHR), Ending Gender Based Violence (GBV), Gender Equality & Women Empowerment, adult learning methodologies and leveraging technology for learning.
  • At least 3 to 5 years of county-coordination experience in a busy donor funded programme with a focus on community-level interventions on FGM/C, Child Marriage, GBV, Child Protection, SRHR and Advocacy.
  • Understanding of behaviour change or social change communications.
  • Lived experience within one of the assigned counties with fluency in local languages
  • Proven ability to work directly with marginalized groups, survivors, and traditional leaders
  • Hands on experience in project coordination monitoring, reporting and documentation.
  • Demonstrated experience and knowledge in enhancing community-led and community-driven interventions for meaningful and sustainable community transformation
