Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.
Pursuant to the resolution “End plastic pollution: Towards an international legally binding instrument” (UNEP/EA5/L23/REV.1), the United Nations Environment Assembly requested the convening of an Intergovernmental Negotiating Committee (INC) to develop an international legally binding instrument on plastic pollution, including in the marine environment.
The position is based in Nairobi and reports to the Programme Management Officer, INC Secretariat.
Responsibilities
- Support the planning, organization, and delivery of Intergovernmental Negotiating Committee (INC) sessions and related meetings, including coordination, logistics, and session preparation.
- Provide support to intergovernmental environmental negotiations, including drafting scripts and speaking notes for governing bodies, Presiding Officers, and Bureaux.
- Support outreach and liaison with Member States, including engagement with regional groups and responding to inquiries.
- Coordinate services for calendar and non-calendar meetings, liaising with Permanent Missions and INC focal points.
- Assist with logistical and technical arrangements for meetings, including virtual platforms and presentations.
- Contribute to written outputs such as background papers, analytical notes, reports, agendas, and talking points.
- Support resource mobilization and donor engagement activities.
- Facilitate programme and project development, implementation, monitoring, and evaluation.
- Conduct research and data collection, analysis, and presentation from diverse sources.
- Provide substantive support to policy coordination, evaluations, surveys, assessments, and field missions.
- Support budget and funding coordination, including reports and financial statements.
- Contribute to data visualization and evidence-based reporting.
- Perform other duties as required.

- Planning and Organizing: Ability to set priorities, manage resources efficiently, anticipate risks, and adjust plans as needed.
Education
- Advanced university degree (Master’s or equivalent) in Law (public international law and/or international law), political science, economics, public administration, or a related field is required.
- A first-level university degree with two (2) additional years of relevant experience may be accepted in lieu of an advanced degree.
- Completion of degree or non-degree programs in data analytics, business analytics, or data science is desirable.
Work Experience
- Minimum of two (2) years of progressively responsible experience in environment and sustainable development, programme/project management, or environmental governance.
- Required experience with Multilateral Environmental Agreements (MEAs), intergovernmental environmental processes, international negotiations, and outreach to Member States and stakeholders.
- Experience in meeting coordination, logistics, and high-level intergovernmental processes is required.
- Experience within the UN system or on plastic pollution governance is desirable.
- Experience in data analytics is desirable.
Languages
- English: Required (UN Level II – Reading, Writing, Listening, Speaking).
- French is a working language of the UN Secretariat.
Assessment
Qualified candidates may be evaluated through an assessment exercise followed by a competency-based interview.
