Problem Statement and TA need description:
Digital and IT-enabled work remains male-dominated, with women facing barriers related to device access, confidence, mobility, stereotypes, and care responsibilities. Oftentimes, perceptions of women in digital work further introduces bias and perpetuates a cycle of male-dominated roles. These constraints affect progress toward Shortlist’s CFYE gender targets of 5,100 women by the end of the project.
Women remain underrepresented in digital and IT roles across Shortlist’s talent pipeline and its employer partners.
Key issues include:
Low female application and enrolment rates,
- Limited access to devices,
- Gender-insensitive recruitment and training processes,
- Underrepresentation in technical/cloud-work roles,
- Lack of gender-responsive MEL systems,
- Workplace barriers (infrastructure, policies, culture).
To strengthen inclusion across the Kenya portfolio, CFYE seeks to recruit a Gender Specialist to support Shortlist Professionals and its Employment partners.

- Adjusted Training modules (if necessary) & reports
- Training of Shortlist staff and selected partners on gender responsiveness for sustainability (Train the trainers)
- Final report and tools that consultant will have developed/co-developed
