Organizational Setting

The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the global environmental agenda, promoting coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serving as an authoritative advocate for the global environment.

This consultancy is based within UNEP’s Climate Change Division, Mitigation Branch, GEF Climate Change Mitigation Unit (Global Team) and is home-based. The Climate Change Division manages a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects at both global and regional levels. UNEP acts as the implementing agency, providing oversight and ensuring adherence to GEF guidelines.

The consultant will plan and execute the Project Preparation Grant (PPG) process and develop the full CEO Endorsement Request package for the GEF-8 Global Food Waste Project, under the supervision of the Task Manager for the Global Portfolio of GEF Mitigation Projects in the Climate Change Mitigation Unit.

Duties and Responsibilities

Project Preparation and CEO Endorsement

The consultant will:

  • Lead preparation of the CEO Endorsement Document and its attachments.
  • Design all substantive elements of the CEO Endorsement Document and annexes, including the log-frame, budget, indicators, baseline and alternative scenarios, stakeholders, risks, governance framework, gender action plan, knowledge management, theory of change, and monitoring and evaluation, in consultation with UNEP and project co-executors.
  • Prepare an outline of strategy and methodology, including a provisional timetable.
  • Organize and report on an inception meeting with UNEP and project co-executors to discuss project structure, proposed interventions, problem tree, theory of change, and co-financing.
  • Establish project-specific indicators in Annex A in consultation with UNEP and project co-executors.
  • Prepare inputs for gender analysis, stakeholder engagement planning, and environmental and social safeguard screenings in coordination with UNEP.
  • Regularly inform UNEP of progress and flag risks related to information quality and project development timelines.
  • Prepare a first draft of the CEO Endorsement Package and agreed annexes.
  • Support and participate in stakeholder validation workshops to validate project documents, including log-frames, results framework, budget, workplan, gender action plan, and stakeholder engagement plan.
  • Support discussions on co-financing, validate contributions, allocate contributions to project components, complete the co-finance budget template (Annex I-2), and provide inputs for co-finance commitment letters.
  • Support preparation of the stakeholder consultation report required by GEF.
  • Prepare a presentation for UNEP management on proposed interventions, indicators, knowledge products, key deliverables, country pilot support, and overall coordination.
  • Prepare the final CEO Endorsement Document and annexes for UNEP internal review and address review comments.
  • Prepare the CEO Endorsement Package for UNEP Project Review Committee (PRC), draft responses to PRC reviews, and finalize documents for GEF submission.

Coordination of National-Level Pilots

The consultant will also:

  • Participate in consultations with national-level pilot executing partners and focal points in Colombia and Mauritius.
  • Align global project elements with country priorities in line with the approved Project Identification Form (PIF).
  • Prepare a methodology for national-level greenhouse gas (GHG) emissions calculations.

Performance Indicators

  • Submission of two deliverables in line with the deadlines specified.
  • Delivery of high-quality outputs, as assessed by UNEP based on comparison with other GEF-approved CEO Endorsement packages.

Qualifications and Special Skills

Academic Qualifications

  • Advanced university degree in development, environment, management, business administration, economics, or a related discipline.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

Professional Experience

  • Minimum of five (5) years of experience in developing, assessing, evaluating, or managing projects in climate change, renewable energy, environment, or development.
  • Experience drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents, is required.
  • Experience working with developing countries is required.
  • Experience working on global projects is required.
  • Experience with multilateral or bilateral funding entities in climate change, renewable energy, environment, or development is desirable.
  • Experience working with GEF or UNEP projects is desirable.
