Problem Statement and TA need description:

Digital and IT-enabled work remains male-dominated, with women facing barriers related to device access, confidence, mobility, stereotypes, and care responsibilities. Oftentimes, perceptions of women in digital work further introduces bias and perpetuates a cycle of male-dominated roles. These constraints affect progress toward Shortlist’s CFYE gender targets of 5,100 women by the end of the project.
Women remain underrepresented in digital and IT roles across Shortlist’s talent pipeline and its employer partners.

Key issues include:

Low female application and enrolment rates,

  • Limited access to devices,
  • Gender-insensitive recruitment and training processes,
  • Underrepresentation in technical/cloud-work roles,
  • Lack of gender-responsive MEL systems,
  • Workplace barriers (infrastructure, policies, culture).

To strengthen inclusion across the Kenya portfolio, CFYE seeks to recruit a Gender Specialist to support Shortlist Professionals and its Employment partners.

 Scope of Work: 

Support Shortlist professionals and its Employment Partners integrate and roll out gender-responsive strategies and tools that strengthen how they attract, select, and retain young women across SLP and all employment partner organizations.

Expected outputs and deliverables:

  • Assess the current operations and gender strategies at Shortlist Professionals and a select group of partners
  • Conduct a review of the current tools, strategies and approaches from a gender perspective and advise on potential practical improvements that will support improved female targets:
  • Revised recruitment materials (e.g. gender-neutral job descriptions and benefits to encourage women to apply)
  • Partner workplace recommendations
  • Gender-responsive MEL tools
  • Adjusted Training modules (if necessary) & reports
  • Training of Shortlist staff and selected partners on gender responsiveness for sustainability (Train the trainers)
  • Final report and tools that consultant will have developed/co-developed

Requirement:

  • Advanced expertise in conducting gender analysis and applying gender-responsive approaches.
  • Strong familiarity with Kenya’s digital and tech landscape, with hands-on experience in relevant ecosystems.
  • In-depth understanding of gender-related barriers in traditionally male-dominated fields.
  • Skilled in guiding partners to develop practical gender action plans and supporting consistent implementation.
  • Experience engaging youth and women in employment and economic opportunity programmes.
  • Proven ability to integrate gender perspectives into private-sector initiatives within the Kenyan context.
  • Capable of working independently while providing clear, timely advisory support to diverse stakeholders.
