The Higher Education Loans Board (HELB) is a State Corporation under the Ministry of Education established in 1995 through the Higher Education Loans Board Act. HELB is Kenya’s leading higher education financing institution, mandated to provide sustainable financial support to deserving Kenyan students pursuing university and Technical and Vocational Education and Training (TVET) programmes. The Board plays a critical role in expanding access to higher education by providing loans, scholarships, bursaries, and other financial assistance to eligible learners across the country.
Over the years, HELB has empowered more than 1.23 million students through education financing while continuously introducing innovative digital services for loan application, disbursement, repayment, compliance, and customer support. The Board collaborates with the Government of Kenya, universities, TVET institutions, development partners, employers, financial institutions, and other stakeholders to strengthen higher education financing and promote equitable access to education. HELB’s vision is Universal financing for Kenyans pursuing Higher Education, while its mission is to provide sustainable financing through prudent resource mobilization and management.
