Job Description

We are seeking a Senior Associate to strengthen our International Development team. The role focuses on designing, managing, and delivering complex programmes and portfolios, ensuring effective coordination, governance, and measurable development impact.

Programme Design

  • Contribute to the design of programmes, including operating models, implementation frameworks, governance structures, and delivery approaches.
  • Support the development of programme strategies, theories of change, workplans, and results frameworks.
  • Translate strategic priorities into actionable programme designs, implementation roadmaps, and deliverables.
  • Support the planning and structuring of complex development programmes across sectors.
  • Develop programme schedules, resource plans, risk registers, and dependency maps to support effective delivery.
  • Contribute to the design of Technical Assistance, Programme Management, and Monitoring & Evaluation (M&E) approaches and methodologies.

Programme Implementation & Delivery

  • Support the implementation and delivery of Technical Assistance, Programme Management, and Monitoring & Evaluation (M&E) services.
  • Manage and coordinate multiple programme workstreams, ensuring alignment with agreed objectives, timelines, budgets, and quality standards.
  • Monitor programme progress and performance, identifying risks, issues, and dependencies, and supporting mitigation actions.
  • Facilitate stakeholder engagement, coordination, and reporting throughout programme delivery.
  • Track implementation against workplans and key performance indicators, providing progress updates and recommendations.
  • Support outcomes measurement, learning, and continuous improvement through monitoring, evaluation, and reporting activities.

Business Development & Proposal Management

  • Lead and support the development of high-quality technical and commercial proposals.
  • Translate complex programme concepts into clear, compelling, and client-focused narratives.
  • Conduct research on client priorities, donor requirements, and sector trends to inform proposals.
  • Coordinate inputs across teams and manage proposal timelines to meet submission requirements.

Stakeholder Engagement & Coordination

  • Engage effectively with diverse stakeholders including government, donors, and implementing partners.
  • Facilitate consultations and workshops to inform programme design and delivery.
  • Manage stakeholder expectations and resolve conflicts to ensure smooth programme implementation.

Risk, Governance & Compliance

  • Identify, assess, and monitor programme and portfolio-level risks.
  • Ensure compliance with PwC and client governance, reporting, and accountability frameworks.
  • Define clear roles, responsibilities, and reporting lines across programme teams.

Frameworks & Best Practices

  • Apply recognized programme and portfolio management methodologies (e.g. MSP, MoP, PMI).
  • Promote consistency and quality across programme delivery through standardised tools and approaches.

Preferred Skills & Competencies

  • Strong experience in programme and/or portfolio management within international development.
  • Proven ability to manage multi-stakeholder, multi-country programmes.
  • Excellent proposal writing, reporting, and communication skills.
  • Demonstrated leadership in coordinating teams and delivering results.
  • Strong analytical, problem-solving, and research capabilities.
  • Experience in sectors such as:
    • Public Financial Management & Governance
    • Private Sector Development
    • Climate Change & Sustainability
    • Social Sectors (Health, Education, Agriculture)
  • Highly motivated, adaptable, and purpose-driven.
  • Strong interpersonal and stakeholder engagement skills.

Qualifications

  • Master’s degree in Economics, Finance, Project/Programme Management, International Development, Public Policy, or related field.
  • Professional certifications in Programme/Project Management (e.g. MSP, PRINCE2, PMP, MoP) are strongly desirable.
  • Additional certifications in M&E, Data Analytics, or Financial Management (CPA/ACCA/CISA) are an added advantage.

Experience

  • Minimum 3 years’ relevant experience in:
    • Programme and Project Management
    • Financial/Grants Management
    • Monitoring & Evaluation
    • Technical Assistance
  • Experience within Government, Development Partners, NGOs, Foundations, or Consulting firms is essential.
