Programs & MEAL Manager
JOB PURPOSE
The Programs & MEAL Manager (PM) is responsible for the design, co-ordination, and quality oversight of Love INC Kenya’s programmes across all Zones, as well as for establishing and maintaining a robust Monitoring, Evaluation, Accountability and Learning (MEAL) framework. This role is the primary interface with church partners on programme delivery and acts as Deputy National Director by formal delegation of the National Director. The PM works closely with Zonal Co-ordinators to ensure consistent programme delivery aligned with the Love INC mission, strategy and Missional Integrity Indicators.
KEY RESPONSIBILITIES
1. Programme Design & Management
- Lead the design, planning, and implementation of Love INC Kenya’s national programmes and initiatives.
- Develop annual programme work plans and budgets in co-ordination with the National Director.
- Ensure all programmes are contextually appropriate, mission-aligned, and responsive to community needs.
- Maintain quality standards across all Zones; provide technical guidance and support to Zonal Co-ordinators.
- Coordinate the logistics and content for the annual Love INC Kenya National Gathering.
2. Monitoring, Evaluation, Accountability & Learning (MEAL)
- Develop, maintain, and continuously improve the organisation’s MEAL framework, tools, and systems.
- Lead data collection, analysis, and reporting processes across all Zones.
- Produce regular programme progress reports for the National Director and NGB.
- Conduct periodic programme reviews and evaluations to assess impact and effectiveness.
- Facilitate organisational learning by sharing insights, best practices, and lessons learned across Zones.
- Ensure all Zones adhere to Love INC Key Performance Indicators and Missional Integrity Indicators.
3. Zonal Support & Co-ordination
- Provide matrix oversight and technical support to Zonal Co-ordinators on programme delivery.
- Conduct regular field visits to Zones to assess programme quality and provide on-site mentoring.
- Facilitate cross-zonal learning and collaboration through networks, forums, and shared resources.
- Support new Zone development in collaboration with the Developing New Zones Co-ordinator.
- Co-ordinate with the Zonal Governing Board (ZGB) through the ND/SG on programme-related matters that require ZGB input or decisions.
4. Principal Assistant to the National Director
- Act as Principal Assistant to the National Director by formal delegation of the ND, with clearly defined authority limits documented in both the ND’s and PM’s Job Descriptions.
- Assist the ND in internal and external engagements as required; ensure seamless continuity of strategic and operational leadership.
- Participate in succession planning activities and leadership development as part of the organisation’s continuity framework.
5. Team Management
- Directly supervise the Programme Assistant & Communications Officer.
- Set clear performance expectations, conduct regular appraisals, and provide coaching and professional development support.
- Foster a collaborative, results-oriented team culture.
QUALIFICATIONS & EXPERIENCE
Education
- Bachelor’s degree in Development Studies, Social Sciences, Project Management, or related field.
- Master’s degree is an advantage.
Experience
- Minimum 5 years of experience in programme management and MEAL in the nonprofit or development sector.
- Demonstrated experience designing and implementing MEAL frameworks.
- Experience working with faith-based organisations or church networks is an advantage.
- Experience in a deputy or acting leadership capacity in a comparable organisation is desirable.
Skills & Attributes

- Strong analytical skills and attention to detail.
- Proficiency in data management tools and platforms (e.g., KoboToolbox, ODK, Excel, Power BI or similar).
- Excellent report writing and communication skills.
- Strong interpersonal skills and ability to work cross-functionally across diverse teams.
- Ability to travel nationally on a regular basis.
